At the Welfare & Empowerment Baluchistan (WEB), our journey since inception in 2015 has been rooted in one mission: to uplift and empower the marginalized communities of Balochistan through sustainable development initiatives, advocacy, education, and economic inclusion. With well-structured strategies and a commitment to excellence, WEB has earned the trust and support of esteemed partners such as the Government of Balochistan, Social Welfare Department, Local Government, NAVTTC, FNF, CPDI, and others.
Our programs span across multiple sectors—legal aid, education, women's rights, local governance, youth engagement, and community capacity building. Below is a detailed overview of our key interventions that highlight our strength, capacity, and successful partnerships across the province.
This flagship program was launched immediately after WEB’s formation in 2015. Designed to address economic vulnerability among marginalized groups—especially women—this initiative provided hands-on vocational training, enabling participants to support their families financially.
WEB successfully implemented the Prime Minister’s Youth Skill Development Program in partnership with NAVTTC, directly benefiting over 300 men and women. The program focused on practical skills in various trades, laying the groundwork for self-employment and long-term financial independence. Our future plan includes expanding this initiative to more districts and introducing digital skills training.
With support from the Social Welfare Department, this program addressed critical issues surrounding gender-based violence, reproductive health, and health education. Key components included:
Capacity Building of Traditional Birth Attendants (TBAs)
Counseling and awareness sessions for adolescent girls
Community-wide health and hygiene awareness
More than 500 community members were directly sensitized under this initiative, fostering greater awareness and promoting women’s health and safety at the grassroots level.
Despite constituting over 50% of Pakistan’s population, women remain underrepresented in economic and political spaces. To address this disparity, WEB launched a comprehensive Women in Politics (WiP) program across Balochistan, empowering women, youth, and girls through:
Gender and development workshops
Law, state, and politics education
Advocacy training
Follow-up mentorship
Interactive community theater
These annual workshops reached four cohorts per year, sparking local dialogues around women’s political inclusion and raising awareness at the community level.
To promote democratic values and strengthen civil society engagement, WEB actively participated in national and provincial dialogues focused on election participation, media freedom, and human rights. Highlights of the program include:
Training 40 media professionals on democratic engagement
Mobilizing civil society organizations (CSOs) on voter education and election monitoring
Conducting 8 high-level dialogues with political stakeholders at provincial and district levels
Hosting interactive theater performances to engage the public
Organizing 5 provincial-level seminars on democracy and human rights
This program reaffirmed the role of civil society as a bridge between the public and political leadership.
WEB recognizes that birth registration is the first legal recognition of a child’s existence. In partnership with local authorities, WEB facilitated child birth registration drives, aiming to ensure that every child’s right to identity, education, and protection is upheld.

Currently being implemented in District Bolan, this EU-funded project aims to enhance democratic local governance by building the capacity of both CSOs and local authorities. Key activities include:
Formation and training of District Interest Groups (DIGs)
Capacity-building of media, local authorities, and line departments
Citizen Report Card Surveys to assess public service delivery
Bi-monthly stakeholder meetings and quarterly inter-face meetings
Press conferences to promote transparency and accountability
Core Objectives:
Build inclusive partnerships among CSOs, local authorities, and private sectors
Empower civil society to monitor and demand better local governance
Support LAs in adopting transparent planning, budgeting, and service delivery systems

Scaling our vocational and skills training programs across all 15 districts
Integrating digital literacy and entrepreneurship training
